Personally, I think that the difference is that there is little or no discernable distance between Vancouver and most of its suburbs, but in Alberta, almost all of the suburbs surrounding the major cities are physically separated by farmland and highway (Sherwood Park and St Albert being two notable exceptions).
Even in those cases, many residents are quick to point out they are not Edmontonians, even when traveling.
I doubt many people who live in Hope tell people they live in Vancouver.
Big difference between Hope and Spruce Grove when comparing their relative distance from the primary entity within the metropolitan area.
I would have liked to use Langley instead of Surrey, as there is still a (slight) gap of farmland between the contiguous urban area of Vancouver and the city of Langley. However, Langley is 45 min+ away from Vancouver itself, where Spruce Grove you could damn near blink the moment you leave Edmonton and end up missing the place.
I wasn't comparing the distance but rather the similarity of the drive between those two cities.
My point goes to the fact that most suburbs near Edmonton and Calgary are physically separated from the urban centres by farmland, whereas in suburbs near Vancouver, Toronto and Los Angeles are all crammed together.
In those cases, you can literally blink and miss the sign that says you are entering another city - I doubt anyone can miss 20 kilometers of farmland when driving between Edmonton and Spruce Grove.
